MTUC, CUEPACS Urge All Parties To Cooperate Achieving 50 Per Cent High Skill Workers

KUALA LUMPUR, June 17 (Bernama) -- Efforts to ensure that the country has a workforce whereby 50 per cent are highly skilled 2020 is not only the responsibility of the Human Resource Ministry alone but all parties' including the private sector, said the Malaysian Trade Union Congress (MTUC) and CUEPACS.

MTUC president, Mohd Khalid Atan said Malaysia was still far behind as statistics showed only 28 per cent were highly skilled workers, with only seven years left for Malaysia to become a developed country.

While supporting the efforts outlined by the Education Ministry in providing more opportunities for Malaysians to become highly skilled, Mohd Khalid said it was still seen as not sufficient.

"Many efforts have been made by the two ministries to increase the number of graduates who have the skills to meet the country's industrial market, but other parties especially the private education institutions should not sit back and be purely concern about profits.

"Instead, they should cooperate, work in tandem with the government to jointly achieve the target," he told Bernama in the capital, Monday, adding that even though the number of private learning institutions has increased, some of them were likely to provide commercial courses rather than industrial courses.

His opinion was supported by Congress of Unions of Employees in the Public and Civil Services (CUEPACS) president, Datuk Omar Osman who felt it is time for learning institutions at all levels including government-owned institutions to review their skills syllabi.

"Not only opportunities, but to review how far the graduates can meet the requirements of today's industry.

"There are many skilled graduates, but there are also many complaints received from industry players that they lack quality, are not creative and innovative which causes industries, especially the private ones to hire foreign skilled workers," he said.

Mohd Khalid and Omar suggested that the government should restructure the salary schemes for skilled workers to be at par with other professional careers.

Deputy Human Resource Minister, Datuk Ismail Abdul Mutalib was reported recently as saying that only 28 per cent of 12 million workforce in Malaysia currently were highly skilled.

KUALA LUMPUR - Usaha untuk memastikan negara memiliki tenaga kerja berkemahiran tinggi sebanyak 50 peratus menjelang tahun 2020 bukan hanya terletak di bahu Kementerian Sumber Manusia semata-mata, kata Kongres Kesatuan Sekerja Malaysia (MTUC).
 
Presidennya Mohd Khalid Atan berkata tanggungjawab tersebut sebaliknya perlu ditangani dengan usaha semua pihak termasuk pihak swasta.
 
"Dengan berbaki hanya tujuh tahun untuk menjadi negara maju, dengan statistik 28 peratus tenaga kerja berkemahiran tinggi, kita nyata masih jauh ketinggalan," katanya ketika dihubungi Bernama di sini hari ini.
 
Sambil menyokong langkah Kementerian Pendidikan yang berusaha menyediakan lebih banyak peluang kemahiran, Mohd Khalid berpandangan saluran tersebut dilihat tidak memadai.

 
"Pelbagai usaha dilakukan dua kementerian ini untuk meningkatkan bilangan graduan yang mempunyai kemahiran bagi memenuhi pasaran industri negara, namun pihak-pihak lain terutama institusi swasta tidak boleh berpeluk tubuh dengan hanya mementingkan keuntungan semata-mata.

"Sebaliknya mereka perlu berganding bahu, bekerja secara 'full force' dengan kerajaan bagi bersama-sama mencapai sasaran tersebut," katanya.
 
Katanya, walaupun institusi pendidikan swasta bertambah bilangannya, namun ada antaranya yang lebih cenderung menyediakan kursus bersifat komersial.
 
Pendapat beliau disokong Presiden Kongres Kesatuan Pekerja-Pekerja Dalam Perkhidmatan Awam (CUEPACS), Datuk Omar Osman yang berpendapat telah tiba masanya institusi pendidikan semua peringkat termasuk milik kerajaan mengkaji semula sukatan pelajaran kemahiran mereka.
 
"Tidak hanya menyediakan peluang, tetapi mengkaji semula sejauh mana graduan tersebut memenuhi kehendak industri hari ini.
 
"Memang ada ramai graduan kemahiran, tetapi banyak juga rungutan dari industri bahawa graduan kemahiran negara ini kurang kualiti, tidak kreatif dan inovatif menyebabkan industri terutama swasta menggaji tenaga kemahiran dari luar," katanya.

Mohd Khalid dan Omar juga mencadangkan agar pihak kerajaan menstruktur semula gaji tenaga kerja berkemahiran agar bidang ini dilihat sama taraf dengan bidang kerjaya profesionalisme yang lain.
 
Menurut mereka, masalah tenaga kerja berkemahiran tinggi tidak mahu pulang ke tanah air masih menjadi masalah dan menimbulkan persepsi bahawa kerjaya kemahiran sesetengah bidang tidak gah dan berpendapatan tidak sepadan di negara ini.
 
Timbalan Menteri Sumber Manusia Datuk Ismail Abdul Mutalib dilaporkan berkata hanya 28 peratus daripada sejumlah 12 juta tenaga kerja di Malaysia setakat ini merupakan golongan tenaga kerja berkemahiran tinggi. - Bernama
