ILO - INDONESIA : ILO meeting to tap ways for business to better prepare for ASEAN integration

(ILO News) BALI, INDONESIA - The International Labour Organization (ILO) will host a two-day high-level meeting in Bali, Indonesia, this week to address the challenges facing ASEAN employers ahead of ASEAN integration in 2015, including ways that they can prepare for new regional labour market conditions and realities.


The ASEAN Economic Community (AEC), which commences in 2015, is expected to bring a freer flow of goods and services and increased intra-regional labour migration. However, several issues are already being seen as potential barriers to maximizing the benefits of integration. These include imbalances in labour demand and supply and the need to improve labour market governance and institutions.

According to Yoshiteru Uramoto, ILO Regional Director for Asia and the Pacific, who will be addressing the experts' meeting, the input of the business community will be critical in overcoming these challenges and achieving a smooth integration process. "Representative business organizations and their leaders are key stakeholders in ASEAN integration, it is imperative they prepare their members for the changes to workplaces and employment patterns that AEC will bring and enable them to seize the opportunities AEC brings, and additionally tackle any inevitable challenges," he said. "The ILO will intensify its efforts to assist constituents by providing data, analysis, and policy advice to maximise the opportunities presented by AEC".

The discussions will give key players in the regional labour market, including senior business leaders, a chance to debate the factors driving change with regional and government officials, academics and experts. Panel discussions will cover emerging issues and trends in ASEAN's labour markets, changing employment relationships, intra-regional labour migration issues, the reform of labour markets and ways of building more effective relations between all labour market actors.

At the end of the meeting a summary document, with the key points and conclusions, will be created and will feed into the development of national and regional policy recommendations. These recommendations will be reviewed with a view to adoption in mid-2014.

This high-level event will convene representatives of employers' organizations from all 10 ASEAN countries, academics and leaders of international bodies including Mr Uramoto, Alicia Dela Rosa Bala, Deputy Secretary-General of ASEAN, Tan Sri Dato' Azman, President of the International Organisation of Employers and the ASEAN Confederation of Employers. Around 40 other employers, academics, legal experts, economists and ILO specialists are also expected to participate.

The meeting is being organised by the ILO's Bureau for Employer's Activities (ACT/EMP) at the Westin Resort Nusa Dua, Bali, Indonesia on 7-8 November 2013.
